Set approved/secure file type for anonymous users?

Windows 2008r2, IE9

I'm working on a farm that has 100+ anonymous users per node. Currently, when a user attempts to open a .pdf, they get a popup asking if they want to save or open a file. My client insists that this be turned off and set to "Open" by default. Attached screen grab.

Researching this issue, I found that setting the following registry key would fix this for explicit users:

HKCU\Software\Microsoft\Windows\Shell\AttachmentExecute\0002DF01-0000-0000-C000-000000000046

AcroPDF.PDF

AcroPDF.PDF.1

I used a logon script to force these keys. Supposedly it only works for IE8 but on IE9 it works just as well. But only for explicit users.

Anonymous users still receive the attached screen grab. Do anonymous sessions in windows not get registry access? Is there another way to set .pdf files to open without the security pop-up?Open or Save
